č.j.: MU-IS/132018/2021/1446189/LF-6 Measure of the Dean of the Faculty of Medicine of Masaryk University No. 6/2021 Scholarship programmes of the Faculty of Medicine of Masaryk University Pursuant to Section 28(1) of Act No. 111/1998 Coll., on Higher Education Institutions and on Amendments and Additions to Other Acts (the Higher Education Act), as amended (hereinafter referred to as the "Higher Education Act"), I issue the following measure: Article 1 Announcement of scholarship programmes 1. The conditions and procedure for awarding scholarships to students of Masaryk University (hereinafter referred to as "MU") are regulated by the MU Scholarship Regulations, which came into force on 1 July 2017. The scholarship programmes announced herein apply to undergraduate and postgraduate students enrolled in full-time study programmes at the Faculty of Medicine of Masaryk University (hereinafter referred to as "MU Faculty of Medicine"). In exceptional cases, the Dean of LF MU may decide to award a scholarship to a student enrolled in a combined form of study or to a student from another MU faculty. 2. In accordance with Article 3 of the MU Scholarship Regulations, the Dean of LF MU announces the following Scholarship Programmes: I. Benefit Scholarship Programme II. Scholarship programme for students representing LF MU III. Scholarship programme to support student participation in professional events IV. Scholarship programme to support students going on internships abroad in the framework of exchanges organized by MU V. Scholarship programme to support students' creative activities, i.e. scientific research and teaching activities VI. Dean's Award VII. P-PooL Scholarship Programme for the support of students in the P-PooL Extended Research Training Programme VIII. Scholarship programme for the support of postgraduate studies in English IX. Scholarship program to support students who successfully pass the USMLE exams X. Scholarship programme to support short-term, research internships for students XI. Dean's Award for International Students - Excellence Award XII. Scholarship programme to support student mobility within the Doctoral Study Programme (DSP) 2 3. These scholarship programmes are not time-limited. Scholarships will be awarded on a rolling basis, pending cancellation of specific scholarship programs, unless otherwise noted below for a specific program. 4. In the application of this measure, there shall be no discrimination or exclusion, in particular on grounds of sex, age, race, language, origin, nationality, religion or belief. 5. The entitlement to a scholarship under this measure ceases for a student who has been found guilty of a disciplinary offence under the MU Faculty of Arts Disciplinary Regulations, regardless of whether the sanction has been imposed or waived. Article 2 Rules for individual scholarship programmes I. Benefit Scholarship Programme 1. The purpose of the scholarship is to motivate undergraduate students to achieve excellent academic results and to improve the quality of the educational process at LF MU. 2. Advancement scholarships may be awarded to students enrolled at the MU Faculty of Medicine in full-time Bachelor's, Continuing Master's and Master's degree programmes in both Czech and English. A merit scholarship may also be awarded to a student upon resuming studies after interruption. 3. Merit scholarships may be awarded if the following conditions are met: a) obtaining a specified number of credits by the end of the examination period of the spring semester of the relevant academic year, which must be equal to or greater than than the product of the number of semesters completed x 30, b) attainment of the required overall grade average (the weighted average according to Article 17(2) of the MU Study and Examination Regulations (hereinafter referred to as the MU STE), calculated from the data in the MU IS), c) Compliance with the standard period of study, except for any overrun due to a successfully completed, at least semester-long, foreign placement, and except for any overrun due to study during a recognised period of parenthood. 4. The amount of the awarded scholarship is derived from the total amount of funds allocated annually to the MU Faculty of Arts for scholarships: Monthly amount of merit scholarships Semester diameter up to (and including) diameter to (inclusive) 1,30 1,11 3 1st - 2nd semester 3rd - 4th semester 500 CZK 5th - 6th semester 800 CZK 7th - 8th semester 800 CZK 1 000 CZK 9th - 10th semester 1 100 CZK 1 500 CZK 11th - 12th semester 1 100 CZK 1 500 CZK 5. For the purpose of calculating eligibility for the award of a merit scholarship in the current academic year, the student's cumulative grade point average for all previous academic years of study in the given programme of study, which the student obtains by the end of the extended examination period of the spring semester of the previous academic year, is relevant. 6. The scholarship is awarded to all eligible students without the need to apply. The scholarship is paid twice a year. In the fall semester for 4 months of study, and in the spring semester for 6 months of study. The student does not receive a merit scholarship for the months of July and August. 7. The basis for payment of the scholarship, after approval of the proposed amount by the Dean, will be prepared by the Study Department and approved by the ViceDean for Student Affairs. 8. The source of funding is the LF MU scholarship fund, income from fees for study in a study programme conducted in a foreign language and other LF MU resources earmarked for educational activities. II. Scholarship programme for students representing LF MU 1. The purpose of the scholarship is to support students in activities that help to spread awareness, contribute to the representation of the MU Faculty of Medicine, promote its good reputation, increase its reputation before the public and motivate cooperation and communication within and outside the Faculty. 2. The scholarship can be awarded to students who participate in events representing the MU Faculty of Arts in the Czech Republic or abroad: a) as a member of the AS, official of the student association, sports representative at events that are not organized by LF MU, b) as an organiser, co-organiser or organiser of events organised by LF MU. 4 3. The scholarship referred to in paragraph 2(a) is a one-off and may be paid up to the amount of the proven expenses incurred for economic travel and accommodation related to the performance of the duties of the post, up to a maximum of CZK 10 000. The award of the scholarship shall be decided by at the request of the student by the Vice-Dean for Student Affairs. 4. The scholarship referred to in paragraph 2(b) above is in recognition of the student's contribution to the organisation of a representative event. The amount of the scholarship is proposed by the organiser of the event depending on the importance of the event. The proposal may be submitted after the event has taken place. The award of the scholarship is decided by the Vice Dean for Student Affairs. 5. The source of funding is the LF MU scholarship fund, income from fees for study in a study programme conducted in a foreign language, or other faculty resources. III. Scholarship programme to support student participation in professional events 1. The purpose of the scholarship is to motivate and encourage gifted students to actively participate in in professional events held in the country and abroad and to lead them to further student scientific activities. 2. The scholarship may be awarded: a) for active participation in a professional event or conference, especially by presenting their own results of the Student Scientific Professional Activity (hereinafter referred to as SVOČ) through a poster or an author's oral contribution, b) to cover the costs associated with participation in the P-PooL Extended Scientific Training Programme. 3. The scholarship may be awarded to a student who is proposed to actively participate in a professional conference held in the country or abroad: a) the guarantor of the field or programme being studied, b) sponsor or trainer of the P-PooL programme, c) the guarantor of the Student Scientific Conference (hereinafter referred to as SVK) or the SVOČ supervisor, d) by the supervisor or senior member of staff at the postgraduate student's training institute. 4. The scholarship paid from the scholarship fund may be granted up to the amount of proven expenses incurred for conference fees, economic travel and accommodation related to the event attended. The amount of the scholarship paid from the scholarship fund may not exceed: a) 5.000,- CZK for a professional conference in the Czech Republic b) 10.000,- CZK for a professional conference abroad c) 15.000,- CZK for a professional conference held outside Europe 5 There is no limit on the amount of the scholarship paid from a source other than the scholarship fund. 5. The application for the scholarship is submitted by the student. The application is accompanied by proof of acceptance of the paper for presentation at a professional event and a recommendation from the sponsor or supervisor. The application is decided by the Vice Dean for Student Affairs. 6. The source of funding is the faculty's scholarship fund, income from tuition fees in a study programme conducted in a foreign language, or other faculty resources intended for educational activities or resources provided by an external entity. IV. Scholarship programme to support outgoing students for foreign internships within the framework of exchange programmes organised by MU 1. The purpose of the scholarship is to support students in studying abroad within the framework of programmes and activities that MU participates in organising (Erasmus+, Freemover, study at partner universities, etc.). 2. The scholarship may be awarded for participation in a foreign stay of at least one semester, up to 100% of the proven expenses incurred for economic travel once to the place of stay and once back, but not more than CZK 10,000. 3. The application for the scholarship is submitted by the student. The application must be accompanied by evidence of reasonable expenses for economy fares. The Vice Dean for Student Affairs decides on the award of the scholarship. 4. The source of funding is the LF MU scholarship fund and other faculty resources intended for educational activities. The scholarship is not eligible for award and may not be awarded mainly due to a lack of resources. V. Scholarship programme to support creative, scientific, research and teaching activities of students 1. The purpose of the scholarship is to support and further develop the creative activities of students in the field of scientific research and pedagogical activities at LF MU. 2. The scholarship may be awarded: a) students of Bachelor's, Continuing Master's and Master's studies, who are demonstrably involved in scientific research activities within the framework of the SVOČ at the departments, clinics and laboratories of LF MU, b) students who place 1st - 3rd in the SVK held at LF MU or when representing LF MU at national or international student scientific conferences, c) students involved in specific research, research projects, research centres and activities related to projects and grants, d) students of all study programmes for their pedagogical activity at the LF MU workplaces. 6 3. In the case of the SVOC (paragraph 2(a)), the scholarship is paid once per semester in the maximum amount of CZK 3,000. The amount of the scholarship for the placement at the JOC (paragraph 2, letter b) is at the discretion of the conference sponsor. The amount of scholarships for other creative activities (para. 2, letters c), d) must be agreed by the contract administrator through which the activity is implemented, budgeted and charged. 4. The proposal for the award of a scholarship for work within the framework of the JRC (paragraph 2, letter a) is submitted by the heads of institutes and clinics at the request of the study department. Proposal for the award of a scholarship for placing in 1st to 3rd place at the JRC (paragraph 2(b)) shall be submitted by the JRC conference sponsor. Scholarships for other creative activities (para. 2, letters c, d) are proposed by project researchers or heads of clinics, departments and institutes of LF MU. 5. The Vice Dean for Student Affairs decides on the awarding of the scholarship. 6. The source of funding is the MU Faculty of Arts scholarship fund, income from fees for study in a study programme conducted in a foreign language, other faculty resources earmarked for educational or scientific and research activities, donations from third parties, and resources provided by MU or an external entity. The scholarship is not eligible for and may not be awarded mainly due to lack of resources . VI. Dean's Award 1. The purpose of the scholarship is to award students of undergraduate study programmes for long-term exceptional study results, for creative, scientific, research, humanitarian or other activities that go beyond the scope of normal study and are a significant factor in enhancing the quality and reputation of the MU Faculty of Medicine. 2. The prize may be awarded once a year to students enrolled at LF MU in full-time Bachelor's, Continuing Master's and Master's degree programmes, except for study programmes conducted in English. The award categories are as follows: a) Dean's Award for outstanding academic performance during the course of studies, b) Dean's Award for Outstanding Scientific Achievement, c) Dean's Award for outstanding contribution to the Faculty of Medicine. 3. The Dean's Award under paragraph 2, letter a), is an award for the best students of the graduating class. The prerequisite is the achievement of a study average of up to and including 1.11 for the total period of study (the so-called weighted average according to Article 17(2) of the MU CBA, calculated from the documents in the MU IS). For students after the second semester of the follow-up master's programme, the weighted study average from the bachelor's programme (calculated from the documents in the MU IS or taken from a statement of previous studies at another school) is also included in the average. 4. The Dean's Award under paragraph 2, letter b) is an award for students who achieve exceptional scientific and research success during their studies. At the 7 same time, the student must be the first or second author of a professional article published in an impacted journal in the Q1, Q2 category. 5. The Dean's Prize under paragraph 2(c) is an award for students who, during their studies, have contributed to the development of civil society through publicly beneficial activities, educational activities, humanitarian aid or have achieved significant success in the field of culture and sport. 6. The amount of the scholarship is 10.000,- CZK in each category. Number of awarded students in category (a) is determined by the number of students meeting the study average according to paragraph 3. A maximum of 3 students are awarded in categories b) and c). 7. Proposals for awards in the category referred to in paragraph 2(a) shall be submitted by the study department. Proposals for awards in the categories referred to in paragraph 2(b) and (c) are submitted by the programme sponsor, the P-PooL programme sponsor or supervisor, the SVOČ sponsor or supervisor, the head of department or the vice-dean. 8. The Dean decides on the winners of the Prize and the awarding of the scholarship after discussion at the LF MU management meeting. The prize may also not be awarded. 9. The Dean's Award is announced annually, usually in February of the relevant calendar year. 10. The source of funding is the LF MU scholarship fund, income from fees for study in a study programme conducted in a foreign language, faculty resources earmarked for educational activities and donations from third parties. VII. Scholarship programme for student support in the P-PooL Extended Research Training Programme 1. The purpose of the scholarship is to continuously motivate and support talented students to actively and sustained participation in the P-PooL Extended Research Degree Program and to recognize them for their research activities. 2. The scholarship may be awarded to active students in the 3rd to 11th semesters of General Medicine who are enrolled in a P-PooL extended research training program and are also fully engaged in all P-PooL activities, including demonstrable and independent scholarly activity. 3. The amount of the scholarship is a maximum of CZK 6,000 for the previous completed semester. The scholarship is awarded no earlier than after the 3rd semester of study, always in October and February. The award of the scholarship and its amount is proposed by the supervisor after an assessment of the student's activities during the previous semester. The scholarship proposal includes an evaluation of these activities. The scholarship may be awarded in a reduced amount or not at all in the case of insufficient student activity. 8 4. The documents for payment of the scholarship are prepared and approved by the Study Department. 5. The source of funding is the LF MU scholarship fund and other faculty resources intended for educational activities. VIII. Scholarship programme to support postgraduate studies in English 1. The purpose of the scholarship programme is to motivate students to pursue postgraduate studies in the English language. 2. The scholarship may be awarded to a student in full-time postgraduate studies in English language. The scholarship is now awarded to a maximum of ten students in any one academic year. The awarded scholarship is subsequently paid up to and including the 8th semester of study. 3. The scholarship is paid monthly in the amount of CZK 12,000 for one month of study. If the award was decided after the start of the semester, the scholarship is paid retroactively for each month of study in the semester. 4. If there are more than 10 applicants for the scholarship in an academic year, the scholarship is awarded by the Dean on the proposal of the selection committee. The selection committee consists of 1) the Vice-Dean for Science, Doctoral Studies and Organisational Development, 2) the Vice-Dean for English Studies and Internationalisation, 3) the Vice-Dean for Teaching in Preclinical General Medicine and Admissions, 4) the Vice-Dean for Development and Studies in Clinical General Medicine, 5) the Vice-Dean for Qualifications Development and Academic Affairs. The committee shall make its decisions by majority vote. In making its decision, the selection committee takes into account the results of the admissions procedure, previous experience in science, research and undergraduate studies, motivation to study and the plan for the dissertation project. If necessary, scholarship applicants are invited to a personal interview. 5. The scholarship may be withdrawn by the Dean on the basis of a proposal by the supervisor and the relevant departmental board in the event that the student fails to fulfil the semester requirements in the context of the implementation of the individual study plan. The conditions for withdrawal and termination of scholarships in doctoral programmes conducted in the Czech language apply mutatis mutandis. 6. The source of funding is the LF MU scholarship fund, income from fees for studying in a study programme conducted in a foreign language, other faculty resources earmarked for educational activities and resources provided by an external entity. 7. In the event that a student fails to meet the requirements for enrolment in the second semester of study, the cost of the scholarship in the first semester will be reimbursed retroactively from the resources of the student's training institution. 9 IX. Scholarship programme to support students, who successfully pass the USMLE exams 1. The purpose of the scholarship is to motivate students to pass the United States Medical Licensing Examination (USMLE) Step 1 or Step 2 and to encourage them to establish further collaborations with major global institutions. 2. The scholarship may be awarded to a student who is enrolled in the Master of General Medicine program and who has successfully completed the USMLE Step 1 or USMLE Step 2 examination prior to graduation. 3. The scholarship is awarded on the basis of a student's application supported by a certificate of successful completion of the examination and is granted up to the amount of the proven payment for the examination fee, up to a maximum of CZK 25,000. The application for the scholarship must be submitted no later than 1 year after passing the examination. 4. The Vice Dean for Student Affairs decides on the student's request. 5. The source of funding is the LF MU scholarship fund or income from fees for study in a study programme conducted in a foreign language. X. Scholarship programme to support short-term, research internships for students 1. The purpose of the scholarship programme is to involve undergraduate students in the scientific research activities of LF MU, to support students in gaining domestic and foreign professional experience and to motivate them to share good practice. 2. A scholarship may be awarded to a student of a Bachelor's, Master's or Master's degree programme to undertake a short-term research internship in the Czech Republic or abroad, based on a recommendation: a) the guarantor of the field or programme being studied b) P-PooL programme guarantor or trainer c) SVK guarantor or SVOČ supervisor 3. The scholarship is conditional on the duration of the internship ranging from 31 to 90 days and the expectation of co-financing the internship from other sources such as mobility programmes, projects or research grants. 4. The amount of the scholarship paid from another source is entirely at the discretion of the provider. The amount of the scholarship paid from the scholarship fund may be reimbursed up to the amount of the proven expenses incurred for the economic travel and accommodation during the internship. However, the maximum amount of the allowance is: a) 5 000,- CZK for an internship in the country, b) 10 000,- CZK for a traineeship within Europe, c) 15 000 CZK for a traineeship outside Europe. 5. The scholarship is awarded at the request of the student. The application shall be accompanied by a quantification of the estimated costs and a recommendation from the sponsor or supervisor as per paragraph 2. 10 6. The Dean decides on the award of the scholarship. 7. The source of funding is the LF MU scholarship fund or other faculty resources earmarked for educational activities. The scholarship to support short-term research internships may also be funded from other sources provided by an external entity or from the income from fees for study in a study programme conducted in a foreign language. The scholarship is not eligible and may not be awarded, in particular due to lack of resources. XI. Dean's Award for International Students - Excellence Award 1. The purpose of the Excellence Award Scholarship is to award students of the undergraduate study programmes "General Medicine" and "Dentistry" in English for exceptional academic achievements, contribution to the MU Faculty of Medicine and research activities that are a significant factor in enhancing the quality and reputation of the MU Faculty of Medicine. 2. The amount of the scholarship is CZK 10,000 per student. 3. Proposals for the award are submitted by the Vice Dean for English Studies and Internationalisation. 4. The Dean decides on the winners of the Prize and the award of the scholarship after discussion at the LF management meeting. Academic performance is the guiding, but not the only criterion. Other criteria may also be taken into account in the award, in particular the student's contribution to the community, academia or research work. The award may also be withheld. 5. The Excellence Award is presented annually, usually in February of the calendar year in question. 6. The source of funding is the income from fees for studying in a study programme conducted in English. XII. Scholarship programme to support student mobility within the Doctoral Study Programme (DSP) 1. The purpose of the scholarship is to support students of doctoral study programmes (hereinafter referred to as "DSP") who go on a full-time study stay abroad or practical internship of at least 30 days (hereinafter referred to as "internship"). For internships shorter than 30 days, a scholarship may be awarded only in exceptional and justified cases. 2. The scholarship can also be used to support a traineeship in the framework of a socalled double-supervised study (Cotutelle) or to fulfil one of the conditions for the award of a European doctorate (a minimum 3-month traineeship abroad). The scholarship applicant can also apply for funding for a trip to his/her alma mater abroad. Stays in the Slovak Republic are not supported by this scholarship 11 programme. The awarded scholarship can be combined with funds received from other scholarship programmes or sources. 3. The scholarship can be used to cover accommodation, travel and subsistence expenses. The maximum amount of the scholarship is 50 000,- CZK for a traineeship in Europe and 60 000,- CZK for a traineeship outside Europe. The scholarship is paid in one lump sum in advance. Payment of the scholarship during or after the internship is only possible in exceptional cases. 4. An application for a scholarship is submitted to the Vice-Dean for Science, Doctoral Studies and Organisational Development via the IS MU Office using the electronic form "Application for a scholarship to support a trip abroad - doctoral studies". The application must be accompanied by a concluded traineeship agreement (Learning Agreement for Traineeships form for Erasmus+ trips and Training Agreement for traineeships under other mobility programmes or non-mobility programmes). The decision on the total amount of the scholarship depending on the length of the traineeship is at the individual discretion of the Vice-Dean. The application can be resubmitted. 5. The application is approved by the Vice-Dean for Science, Doctoral Studies and Organisational Development. 6. In case of failure to travel and to provide a confirmed document of completion of the traineeship, i.e. the Learning Agreement for Traineeships form for Erasmus+ trips and the Confirmation of Placement Period form for other trips, the scholarship will be returned in full. 7. The sources of funding are the projects Internal Project 3/A (Strengthening international elements in doctoral studies and requirements for doctoral students in the context of internationalisation) and the project Programme for the Support of Strategic Management of Universities 2022-2025, number 3.1 (International Excellence in Doctoral Studies). The fellowship is not eligible and may not be awarded, mainly due to lack of resources. Article 3 Rules for submission of applications 1. Scholarship applications can be submitted by correspondence or in person at the LF MU registry. Undergraduate students may also submit an application at the LF MU Study Department, postgraduate students may also submit an application at the LF MU Qualification Development Department. 2. Applications are submitted using the sample application form available on the LF MU website. 3. Components of applications: a. Applications for Scholarship Programmes II, III and X include a quantification of the expected costs. If the student's participation in the event is to be co-financed 12 from other sources (mobility programmes, grants, projects and, on the basis of other applications submitted to MU, also applications not yet approved), the applicant is obliged to provide this information, including the amount of the contribution, if known; the scholarship, if approved, is paid upon submission of receipts for the economic fare, accommodation or conference fee. b. The application for scholarship programmes IV. includes the submission of receipts for economic fares. c. The IX Scholarship Program application must include proof of successful completion of the USMLE exam and proof of payment for the exam. 4. Unless it is explicitly stated that the scholarship can be awarded retrospectively, applications must be submitted well in advance. For scholarship programmes II, III and X, applications must be submitted at least 6 weeks before the event in which the student is to be supported by the scholarship. For regularly scheduled events (annual meetings, etc.), the student (or club) will inform the faculty leadership of the schedule of events for the entire semester. The deadline may be waived only in justified cases and with the approval of the Dean . 5. Approval of applications for scholarships from Programmes II and III up to CZK 5,000 per student per year is fully within the competence of the relevant Vice-Dean for Student Affairs. Applications with a higher expected amount are approved by the Dean at the MU LF management meeting. Article 4 Final provisions 1. The interpretation of individual provisions and updates of this measure is entrusted to the Vice-Dean for Student Affairs of the MU Faculty of Arts. 2. Compliance with the provisions of this measure is monitored by the MU Faculty of Medicine Secretary. 3. With the effectiveness of this measure, the scholarship programmes previously announced by the Dean of the Faculty of Arts MU are cancelled. 4. This measure shall enter into force and effect on the date of publication, except for Article 2, point "I Benefit Scholarship Programme", which shall enter into force on 1 September 2023. For the Benefit Scholarship Programme, the modification according to MU FF Measure No. 6/2021 of 5 May 2022, No.:MUIS/132018/2021/1446189/LF-5 shall apply for the academic year 2022/2023. 5. With the effectiveness of this measure, MU Faculty of Arts Measure No. 6/2021 of 5 May 2022, No.:MU-IS/132018/2021/1446189/LF-5 is repealed. In Brno on prof. MUDr. Martin Repko, PhD. Dean of LF MU
