Description The World Health Report 2000 Health Systems: Improving Performance was prepared with the aim to provide an expert analysis of the important influence of health systems in the daily lives of people. The Report addressed many important issues related to the evolution of health systems, their goals and functions and included a novel methodology and advise on how to measure performance and achieve improvements with available resources. The publication of the Report (also available on Internet) in June 2000 stimulated a lively debate about ways of measuring health system performance and redefining the basic functions of health systems world-wide. This review complements a more detailed description of the new methodology by Žáček. The authors comment on the importance of the activities of the World Health Organisation in the field of health system development and emphasize the role of the WHO in stimulating work on implementation and further development of the new conceptual framework in the Czech Republic. The authors also outline some basic concepts (performance, stewardship) and draw attention towards potential problems in application of the methods for assessment of performance and interpretation of its results.
